Who We Are

Feza D. Oktay

Prior to starting Dovetail, Feza Oktay worked for 15 years in the not-for-profit sector as the Chief Financial Officer at both A Better Chance and at the Patriots' Trail Girl Scout Council. He began his career as a software engineer at Compugraphic Corporation. Feza helped establish, and serves on the steering committee of the NonProfit Financial Managers group in Boston, a professional organization for financial managers in not-for-profit organizations. Feza received his MBA from Boston University with a concentration in not-for-profit management and his BA in Computer Science from Brandeis University.

Diane von Roesgen Oktay

Diane brings extensive experience in direct service, program management and fundraising. As a member of Dovetail Associates, she focuses on the development of substantive written documents for non-profit clients - business plans, fundraising proposals, development communications and annual reports. Her experience includes work as a career counselor at the Women’s Educational and Industrial Union, an administrator at Boston University, a program manager at the Child Care Resource Center and a development officer for Boys and Girls Clubs of Boston and the Boston Children’s Museum. She holds a Bachelors degree from Cornell University, and a Masters in Education and a Master of Business Administration in non-profit management from Boston University. Ms. Oktay has worked in non-profits for 17 years with 9 years focused on fundraising and the last two years as a member of Dovetail Associates.

Laura M. Watkins

Laura Watkins completed 15 years as the CEO of Patriots’ Trail Girl Scout Council and has 33 years experience in the non-profit arena. During her career she has led three nonprofits and served in operations management in another two. As the CEO of Girl Scouts, Patriots' Trail Council in Boston, Mass., Ms. Watkins worked with 75 staff and 15,000 volunteers. She coordinated collaborations with over 200 community agencies, as well as managing an $8 million annual budget.

Laura received her Doctor of Philosophy in Organizational Development from the Union Institute (Cincinnati, OH) in 1996. She received her MBA from Illinois Benedictine College (Lisle, IL.), an MA in nonprofit management from George Williams College (Downers Grove, IL.) and a BS in Social & Community Services at the University of Missouri (Columbia, MO). She teaches graduate level non-profit management and human resources courses at Suffolk University and Northeastern University. She has provided executive coaching, consulted and provided training to a broad spectrum of non-profit organizations.

Laura is currently on the boards of Leadership America, a premier national women’s leadership organization, and the Center for Information and Study of Clinical Research Participation as well as serving on the UMass Women in Public Policy Advisory Board. She is the recipient of the Inaugural Excellence in Nonprofit Management Award from the Boston Chamber of Commerce and the Women Who Make a Difference in Massachusetts Award from the Women’s Educational and Industrial Union.
